Notes on conversation with Alvin Alm 1980 Mar 21.

	Alm 617-495-2238 is at the Kennedy School of Public
Administration at Harvard, is formerly Assistant Secretary of
Energy.

	His conference on supply interruptions focusses on present
actions that can minimize the effect of a temporary interruption.  Its
four sessions include

	1. How bad is our vulnerability.
	2. Import restrictions now as a means of reducing
vulnerability.
	3. Conservation plans and the strategic petroleum reserve.
	4. Rationing and allocations as a means of dealing with the
crisis.

	In general Alm was sympathetic with the objectives of the SE2
conference, and I took the liberty of inviting him to attend.  He
volunteered to see about inviting me to the Aspen conference
May 9-11.  It will be somewhere in Maryland.

	I asked him whether he thought that ideological considerations
would make it difficult for the government to support planning a
crash program and he thought not.  They are just too disorganized
now.  He suggested that I call Bill Taylor who is in charge of
D.O.E. contingency planning.  252-5000 is the general DOE number.

He will send me a copy of the program for his conference, and I'll
copy it to Cohen, Teller, Todorovich and Dugan.  He wants a copy of
our program.
